- MINUTE ORDER #073/10:
County Judge Jon Burrows called for a Moment of Silence to honor the
passing of Dr. Will Long, former Bell County Clerk Ruby McKee and Mr. 'Red"
Randolph, before calling to the Courts attention that the minutes
of February 22, 2010, 9:00 a.m. regular session had been received. After due
discussion, these minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #074/10:
County Engineer Bryan Neaves presented for approval the 2010 Annual Seal
Coat Program and the 2010 Work Plan Program.
After due discussion, upon motion by Commissioner John Fisher, second by Commissioner
Eddy Lange, the Court unanimously approved these Plans. A copy of
the same is attached hereto and made part of these minutes.

- MINUTE ORDER #075/10: County Engineer
Bryan Neaves gave a report on Snow Day activity which occurred Tuesday,
February 23, 2010. No action taken by the Court.

- MINUTE ORDER #076/10: Upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved all employee status report forms, the same being attached hereto and made a part
of these minutes.

Agenda #4 - Voting Announcement
- MINUTE ORDER #077/10: County Clerk
Shelley Coston announced Voting locations and hours for the
March 2, 2010 General Primary Election. No action taken by the Court:
a. Election Day Voting (Tuesday, March 2, 2010) - 7:00 a.m. to 7:00
p.m. at the voter’s precinct polling location.

- MINUTE ORDER #078/10: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the annual report of the Bell County
Historical Commission presented by Ms. Beverly Zindt.

Agenda #6 - Monopoles for Electric Service in Bell County
and the CTCOG Region
- MINUTE ORDER #079/10: County Judge
Jon Burrows presented for approval a Resolution promoting the use of
Monopoles for Electric Service in Bell County and the CTCOG Region.
After due discussion, upon motion by Commissioner John Fisher, second by Commissioner
Richard Cortese, the Court unanimously approved this matter.

Agenda #7 - Change Order Number 004 - Bell County
Multi-Use Facility
- MINUTE ORDER #080/10: After due
discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved final Change Order Number 004 between
Bell County and Zapalac/Reed Construction Company for miscellaneous
additions and reductions at the Bell County Multi-Use Facility,
resulting in a $10,633.00 increase in the Contract Sum. A copy of
said Change Order is attached hereto and made part of these minutes.

Agenda #8 - Certificate of Substantial Completion-Bell
County Multi-Use Facility
- MINUTE ORDER #081/10: After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved a Certificate of Substantial Completion
with Zapalac/Reed Construction Company on the Bell County Multi-Use
Facility. A copy of said Certificate is attached hereto and made
part of these minutes.

Agenda #9 - Change Order - Bell County Communications
Center
- MINUTE ORDER #082/10: After due
discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved a Change Order between Bell County and
Corporate Facilities Management Services, LLC, for additional 220v
service and replacement of a failed AC compressor at the Bell County
Communications Center, resulting in a $2,300.57 increase in the Contract
Sum.

Agenda #10 - Notice to Proceed to G Creek Construction,
Inc. - Historic County Courthouse
- MINUTE ORDER #083/10:
After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved authorizing the County Judge to sign
Standard Form of Agreement between Owner and Construction Manager -
Where the Construction Manager is also the Contractor and the General
Conditions of the Contract for Construction for the interior
renovations, upgrades, and repairs to the Historic County Courthouse and
Agreement to include Guaranteed Maximum Pricing for Site Package and
Project General Conditions with G.Creek Construction, Inc., setting
Guaranteed Maximum Price at $271,535.30, and issuing "Notice to Proceed"
and authorizing the signing of the corresponding Amendment 1 to the
contract. A copy of said agreement is attached hereto and made
part of these minutes.

Agenda #11 - Previously Designated Precinct 6 Wet/Dry
Status
- MINUTE ORDER #084/10: County Judge Jon
Burrows presented for approval an Order determining that the area of
Bell County previously designated as Precinct 6 was approved for the
legal sale of beer by the County-wide election held on October 5, 1957. After due
discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner Tim Brown,
the Court unanimously approved this matter.
Agenda #12 - Claims
- MINUTE ORDER #085/10: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner
Richard Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
