AFTER proper posting of public notice, a copy of which is attached hereto, on this the 16th day of March, 2010, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #086/10:  County Judge Jon Burrows called to the Courts attention that the minutes of March 01, 2010, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #087/10:  County Engineer Bryan Neaves presented for approval the installation of a 30 MPH speed limit on Cedar Cove Road between Waterworks Road and Fullview Road.  Public hearing on this matter was held on Monday, March 15, 2010 with there being no public comments.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #088/10:    Upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Voting Locations for Republican Primary Run-off Election

    • MINUTE ORDER #089/10:    County Clerk Shelley Coston presented for approval an Order for consolidation of voting locations for the April 13, 2010 Republican Primary Run-off Election and submission to the Department of Justice as required.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Order is attached hereto and made part of these minutes.  



  5. Agenda #5 - Juror Call System - District Clerk's Office

    • MINUTE ORDER #090/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the purchase of a Juror Call System from DAISI Systems & Service, Inc., to include DAISI Juror iQ System, with software, hardware, installation and maintenance as detailed in the Professional Service Agreement.  
          


  6. Agenda #6 - Temple and Killeen HELP Center CDBG Funding

    • MINUTE ORDER #091/10:    County Judge Jon Burrows presented for approval the application submitted by Judy Morales for the Temple and Killeen HELP Centers for CDBG funding from the Cities of Temple and Killeen.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter.
          


  7. Agenda #7 - 2010 Census

    • MINUTE ORDER #092/10:    County Judge Jon Burrows announced and encouraged the completion of the 10-question 2010 Census forms that will be in the mail starting March 15, 2010 and attendance at the 2010 Census Kick-off Rally on Thursday, March 18, at 11:00 a.m. in the Temple City Council Chambers.  No action taken by the Court.  
          


  8. Agenda #8 - Change Order No. 004 - Central Jail Renovation

    • MINUTE ORDER #093/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved Change Order No. 004 between Bell County and Skanska USA Building, Inc. for modifications to Central Jail Renovation to set Guaranteed Maximum Price that includes the modifications of showers, toilet/sink units, and privacy screens and other miscellaneous items. 
          


  9. Agenda #9 - Brazos G Regional Water Planning Group Voting Member

    • MINUTE ORDER #094/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved Commissioner Tim Brown to fill one of the two voting member vacancies representing County interests that will occur at the last meeting of calendar year 2010 on the board of the 37 county Brazos G Water Planning Group.  County Judge Jon Burrows serves as one of those voting members, but he will have completed the maximum term in 2010.


  10. Agenda #10 - Claims

    • MINUTE ORDER #095/10:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
