AFTER proper posting of public notice, a copy of which is attached hereto, on this the 29th day of March, 2010, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #111/10:  County Judge Jon Burrows called to the Courts attention that the minutes of March 22, 2010, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #112/10:  County Engineer Bryan Neaves presented for approval awarding the bids for Concrete to Belcrete of Belton as primary supplier with alternate awards to Iron Horse, Transit Mix and Promix-Killeen Ready Mix.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 
           
          

  3. Agenda #2b - County Engineer

    • MINUTE ORDER #113/10:  County Engineer Bryan Neaves presented for approval the authorization to purchase off of Buy Board or other approved consolidated purchasing source certain Road & Bridge Equipment per budget/remaining bond funding to include:  1 motor grader; 1 scraper; 1 wheel loader; and 1 water pump.  Other items for purchase, which will be subject to bid include:  8 pickup trucks; 1 heavy duty truck; 2 tractors with cab-mowers; 2 mowers with zero turn radius; 2 light 6 cy dump trucks; 1utilty trailer; and 1 water tank.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
           
          

  4. Agenda #2c - County Engineer

    • MINUTE ORDER #114/10:  County Engineer Bryan Neaves announced the Tire and Household Hazardous Waste event set for May 8, 2010, in Copperas Cove and the results of the March event in Belton.  No action taken by the Court.
           
          

  5. Agenda #3 - Personnel

    • MINUTE ORDER #115/10:    Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.
          


  6. Agenda #4 - 2010 Census

    • MINUTE ORDER #116/10:    County Judge Jon Burrows gave a report encouraging the return of the 2010 Census Forms and the current status:

      d. Belton 7% 70%

      No action taken by the Court.



  7. Agenda #5 - Texas Rodeo Cowboy Hall of Fame Days in Bell County, Texas

    • MINUTE ORDER #117/10:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved a Resolution designating April 9-10, 2010 as Texas Rodeo Cowboy Hall of Fame Days in Bell County, Texas in recognition of the 35th Annual Cowboy Reunion being held April 9-10, 2010 at the Bell County Expo Center.  A copy of said Resolution is attached hereto and made part of these minutes.    
          


  8. Agenda #6 - Amendment No. 10 - Bell County Justice Center - Central Jail

    • MINUTE ORDER #118/10:    County Judge Jon Burrows presented for approval Amendment No. 10 to Owner/Architect Agreement for the Bell County Justice Center between Bell County and Wiginton Hooker Jeffry, P.C. to amend the Scope of Project within the Central Jail to include design of addition of video visitation system in Central Jail and tie-in to Loop Jail, Central Jail Infirmary Area renovations, certain detention equipment, and Central Jail Public Lobby renovations.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of said Amendment is attached hereto and made a part of these minutes.
          


  9. Agenda #7 - Claims

    • MINUTE ORDER #119/10:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
