County Judge Jon Burrows called to the Courts attention that the minutes
of April 05 and April 09, 2010, 9:00 a.m. regular sessions had been received. After due
discussion, these minutes were approved as presented.

- MINUTE ORDER #131/10:
County Engineer Bryan Neaves presented for approval the Dorsey
Subdivision in Precinct 3 on Acres Road.
After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner
Richard Cortese, the Court unanimously approved this matter.
Agenda #2b - County Engineer
- MINUTE ORDER #132/10:
County Engineer Bryan Neaves presented for approval the acceptance of
0.2 miles (1100') of Lake Ridge and Lake Park Road in Belton Lake Estates
for county road maintenance.
After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner
Tim Brown, the Court unanimously approved this matter.

- MINUTE ORDER #133/10: Upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved all employee status report forms, the same being attached hereto and made a part
of these minutes.
Agenda #3a - Bell County Museum Gift
- MINUTE ORDER #134/10:
County Judge Jon Burrows recognized Bell County Museum Director,
Stephanie Turnham for an announcement of a gift from the trust of Mr. E.A.
Limmer, Jr. to the Bell County Museum Association, Inc. Endowment
Fund. No action taken by the Court.
Agenda #3b - Home School Students
- MINUTE ORDER #135/10:
County Judge Jon Burrows introduced Ms. Shirley Stephenson and a group
of home school students visiting during County Government Monday. No
action taken by the Court.
Agenda #3c - County Government Month in Bell County
- MINUTE ORDER #136/10:
County Judge Jon Burrows presented for approval a Resolution designating
April as County Government Month in Bell County. After due discussion,
upon motion by County Judge Jon Burrows, second by Commissioner
John Fisher, the Court unanimously approved this matter.
Agenda #3d - Annual County Employees Awards BBQ
- MINUTE ORDER #137/10:
County Judge Jon Burrows announced the annual County Employees Awards
BBQ presented by the Bell County Elected Officials on Friday, April 16, 2010
at 11:00 a.m. at the Bell County Expo Center. No action taken by the
Court.

- MINUTE ORDER #138/10: After due discussion, upon motion by Commissioner
Eddy Lange, second by Commissioner
Tim Brown, the Court unanimously approved the FY 2009 Annual Audit
Report presented by Stephen Niemeier, of Brockway, Gersbach Franklin &
Niemeier, P.C., Certified Public Accountants. A copy of said Audit
Report is attached hereto and made a part of these minutes.

Agenda #5 - Government Finance Officers Association Award
for Bell County Auditor
- MINUTE ORDER #139/10:
County Judge Jon Burrows recognized County Auditor Donna Eakin to
announce the presentation to the Bell County Auditor's Office of the
Government Finance Officers Association Award for Bell County's
Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended
September 30, 2008 - the 29th year in a row that the Bell County
Auditor's Office has received the award. No action taken by the
Court.

- MINUTE ORDER #140/10: After due discussion, upon motion by Commissioner
John Fisher, second by Commissioner
Richard Cortese, the Court unanimously approved authorizing the
County Auditor to advertise for bids for two program sedans for CSCD.

Agenda #7 - TexasOnline's New Vendor
- MINUTE ORDER #141/10: Tax
Assessor-Collector Sharon Long requested authorization to sign, or
authorization for the County Judge to sign "Attestation of Compliance
for Self-Assessment Questionnaire A" and other appropriate documents to
continue participation in credit card transactions being processed
through TxOnline (IVTRS) and to meet the requirements of the new
TexasOnline vendor, NICUSA, (NIC). After due discussion, upon motion by Commissioner
John Fisher, second by Commissioner
Richard Cortese, the Court unanimously approved this matter.

Agenda #8 - Change Order for Bell County Communications
Center
- MINUTE ORDER #142/10: After due discussion, upon motion by Commissioner
Tim Brown, second by Commissioner
John Fisher, the Court unanimously approved Change Order between
Bell County and Corporate Facilities Management Services, LLC, for
additional electrical work at the Bell County Communications Center,
resulting in a $1,391.51 increase in the Contract Sum.

Corporate Facilities Management Services, LLC.
- MINUTE ORDER #143/10: County Judge Jon
Burrows presented for approval a Contract Agreement/Scope of Work with
Corporate Facilities Management Services, LLC for the refurbishment and
modernization of four elevators at the Central Jail for $521,022.76. After due discussion, upon motion by Commissioner
Tim Brown, second by Commissioner
John Fisher, the Court unanimously approved this matter. A
copy of same is attached hereto and made a part of these minutes.
Agenda #10 - Claims
- MINUTE ORDER #144/10: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner
Richard Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
