- MINUTE ORDER #152/10:
County Judge Jon Burrows called to the Courts attention that the minutes
of April 19, 2010, 9:00 a.m. regular sessions had been received. After due
discussion, these minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #153/10:
County Engineer Bryan Neaves presented for approval releasing the Letter
of Credit No. 656, in the amount of $3,000.00 from First State Bank Central
Texas for the Woodland Ridge Estates Subdivision.
After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner
Eddy Lange, the Court unanimously approved this matter.

- MINUTE ORDER #154/10: Upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all employee status report forms, the same being attached hereto and made a part
of these minutes.

Agenda #3a - Personnel - Receipt of Donation
- MINUTE ORDER #155/10: Pat Godwin with
the Greater Fort Hood Chapter of the National Association of Blacks in
Criminal Justice presented Mike Lockett, Guardian Ad Litem, with a $500
donation for the Second Chance Fund. No action taken by the Court.

Volunteer Award Recipients
- MINUTE ORDER #156/10: County Judge
Jon Burrows recognized Dirk Aaron, Bell County Extension Agent who
announced the Bell County Texas AgriLife Extension Service Volunteer
Award recipients who were honored at the April 22, 2010 Awards Banquet.
A copy of the program form the banquet is attached hereto and made part
of these minutes. After due discussion, upon motion by Commissioner
Eddy Lange, second by Commissioner
Richard Cortese, the Court unanimously approved this matter.

Agenda #5 - Change Order Number 005 - Bell County
Communications Center
- MINUTE ORDER #157/10: After due
discussion, upon motion by Commissioner
Tim Brown, second by Commissioner
Richard Cortese, the Court unanimously approved Change Order Number
005 with Corporate Facilities Management Services, LLC, for work at the
Bell County Communications Center, reflecting a deduction in electrical
labor of $769.36 and a reduction on the total contract by $1,391.51,
correcting an accounting error in Change Order Number 004.

Agenda #6 - Purchase for Furniture for the New County
Courts Building
- MINUTE ORDER #158/10: The Court
unanimously approved the ratification of the purchase order with Perry
Office Plus under Texas State Contract for furniture items in the new
County Courts Building after due discussion and a motion
by Commissioner Tim Brown, second by Commissioner Eddy Lange.

Agenda #7 - Indigent Defense Discretionary Grant Program
Application
- MINUTE ORDER #159/10: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Eddy Lange,
the Court unanimously approved the 2011 Bell County Resolution for the
Indigent Defense Discretionary Grant Program application and designating
the County Judge as the authorized official to apply for, accept,
decline and modify or cancel the grant application for the Indigent
Defense Discretionary Grant Program and all other necessary documents to
accept said grant. A copy of said Resolution is attached hereto
and made part of these minutes.

Agenda #8 - Area Agency on Aging Central Texas Lifespan
Respite Program
- MINUTE ORDER #160/10: County Judge
Jon Burrows recognized Richard McGhee and Dr. Allen Stevens with the
Area Agency on Aging and approved providing $50,000 in matching funds,
and budget amendment, to support Area Agency on Aging's continuation of
Central Texas Lifespan Respite Program. After due discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter.

Agenda #9 - Order Authorizing the Issuance of Bell County,
Texas Combination Tax and Revenue Certificates of Obligation Series 2010
- MINUTE ORDER #161/10: After due
discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved the adoption of an Order Authorizing the
Issuance of Bell County, Texas Combination Tax and Revenue Certificates
of Obligation Series 2010 in a principal amount of $10,000,000.00;
Authorizing a paying agent agreement and a purchase contract; and
ordering certain other matters related to the issuance of the
certificates. A copy of said order is attached hereto and made
part of these minutes.

Agenda #10 - Order Authorizing the Issuance of Bell
County, Texas Limited Tax Refunding Bonds Series 2010
- MINUTE ORDER #162/10: After due
discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Eddy Lange,
the Court unanimously approved the adoption of an Order Authorizing the
Issuance of Bell County, Texas Limited Tax Refunding Bonds Series 2010
in a principal amount of $23,650,000.00; Authorizing a paying agent
agreement, an escrow agreement, and a purchase contract; and ordering
certain other matters related to the issuance of the bonds. A copy
of said order is attached hereto and made part of these minutes.
Agenda #11 - Claims
- MINUTE ORDER #163/10: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner
Richard Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
