  1. Agenda #1 - Minutes

    • MINUTE ORDER #492/10:   County Judge Jon Burrows called to the Courts attention that the minutes of December 13, 2010, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #493/10:    County Engineer Bryan Neaves presented for approval an Interlocal Agreement with Coryell County for the routine maintenance of Dogwood/Cypress Roads and Sykes Roads.  These roads are in Precinct 4.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved this matter. A copy of said Interlocal Agreement is attached hereto and made a part of these minutes.
          
          

  3. Agenda #2b - County Engineer

    • MINUTE ORDER #494/10:    County Engineer Bryan Neaves presented the final plat approval of Hartrick Addition, a 2-Lot Subdivision, in Precinct 1, off Hartrick Bluff Road.  It is in the E.T.J. of the City of Temple, which has approved the Plat.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          
          

  4. Agenda #3 - Personnel

    • MINUTE ORDER #495/10:    Upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court approved all employee status report forms, the same being attached hereto and made part of these minutes. 



  5. Agenda #3a - Proclamation of Judge Gerald Brown Day

    • MINUTE ORDER #496/10:    County Judge Jon Burrows recognized Judge Gerald Brown, County Court at Law Number 3, upon his retirement effective December 31, 2010, after 12 years of service, and presented for approval a Proclamation designating December 31, 2010 as Judge Gerald Brown Day in Bell County, Texas.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter. A copy of said Proclamation is attached hereto and made a part of these minutes.
          
          

  6. Agenda #4 - Appointment of Board Members Belton TIRZ

    • MINUTE ORDER #497/10:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved the appointment of  two members, County Judge Jon Burrows and Commissioner Richard Cortese, to the Board of the Belton Tax Increment Reinvestment Zone.  



  7. Agenda #5 -Appointment of Alternate to the Brazos Region G Water Planning Group

    • MINUTE ORDER #498/10:    County Judge Jon Burrows presented for approval the appointment of Commissioner Richard Cortese as the alternate to the Brazos Region G Water Planning Group Board for CY 2011.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved this matter.



  8. Agenda #6 - Appointment to the Board of the Bell County Expo Center

    • MINUTE ORDER #499/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved the appointment of Jay Taggart as a member to the Board of the Bell County Exposition Center to fill the unexpired term of the late Red Randolph, whose 3-year term began October 1, 2009 and continues until September 30, 2012.  a determination under Texas Local Government Code, Section 352.51, Subsection C, that conditions on rural acreage not under cultivation for a period of at least 12 months, are extremely hazardous for the danger of fire because of high grass or dry vegetation.



  9. Agenda #7 - Bell County Museum Report on the Lee and Grant Exhibit

    • MINUTE ORDER #500/10:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously accepted the report from Stephanie Turnham, Bell County Museum Director, on the Lee and Grant exhibit organized by the Virginia Historical Society and toured on the road by the National Endowment for the Humanities, which is currently on display at the Bell County Museum through January 7, 2011.



  10. Agenda #8 - Report from Tom Heard, Chairman of the Cemetery Committee

    • MINUTE ORDER #501/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously accepted the report by Tom Heard, Chairman of the Cemetery Committee of the Bell County Historical Commission, and accepted a copy of the new Bell County Cemetery Map.  



  11. Agenda #9 - Bell County Animal Shelter - Authorization to Execute Lease

    • MINUTE ORDER #502/10:   After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously authorized the County Judge to execute Lease between Bell County and the City of Temple for temporary use of the former Temple Animal Shelter as the Bell County Animal Shelter.  



  12. Agenda #10 - Approval of Agreement with Skillsoft Corporation

    • MINUTE ORDER #503/10:    County Judge Jon Burrows presented for approval a Master Service Agreement with Skillsoft Corporation for an online Learning Management System at an annual cost of $29,076.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.



  13. Agenda #11 - Statement of Work for Criminal Case System

    • MINUTE ORDER #504/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved the Statement of Work with Managing to Excellence Corporation to support the project management and system testing of the Criminal Case System at a cost not to exceed $51,200.00.



  14. Agenda #12 - County Video Conferencing System

    • MINUTE ORDER #505/10:    County Judge Jon Burrows presented for approval the purchase of equipment, installation, setup, and training for County Video Conferencing System at a cost of $90,849.40.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.



  15. Agenda #13 - X-Analysis Software - P10 Processor Group

    • MINUTE ORDER #506/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved the Software Supply and Maintenance Agreement with Databorough  Limited for X-Analysis Software - P10 Processor Group at a cost of $68,000. 



  16. Agenda #14 - Tax Abatement Agreement with HH/Killeen Health System, LLC

    • MINUTE ORDER #507/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved a tax abatement agreement with HH/Killeen Health System, LLC, previously approved by the City of Harker Heights, in accordance with and subject to the terms and conditions of the Bell County Tax Abatement Economic Development Policy dated December 28, 2009; said tax abatement applies only to the Bell County ad valorem tax on real property and does not apply to personal property or to the Bell County Road and Bridge Tax.



  17. Agenda #15 - Procurement of Architectural & Engineering Services for the Animal Control Facility

    • MINUTE ORDER #508/10:    County Judge Jon Burrows presented for approval an Order granting an exemption from competitive procurement for providing architectural and engineering services for the Animal Control Facility under the provisions of Section 271.056 (2, 4 & 11) of the Texas Local Government Code and under Section 262.023 and 262.024 (a) (4) on the basis that such services constitute professional services under the Texas Local Government Code.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved this matter.



  18. Agenda #16 - Architectural & Engineering Services for the Animal Control Facility

    • MINUTE ORDER #509/10:    County Judge Jon Burrows presented for approval the professional services agreement with Eleven Thirteen Architects, Georgetown, Texas, for the performance of Architectural and Engineering Services required in connection with the Animal Control Facility project.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.



  19. Agenda #17 - Job Order Contract with Corporate Facilities Management - 2nd Street Annex

    • MINUTE ORDER #510/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved a Job Order Contract with Corporate Facilities Management for the cleaning, rust removal and painting of the Main and Rear Entrance Canopy of the Tax Assessor's at the 2nd Street Annex for $4,513.00.



  20. Agenda #18 - Job Order Contract with Corporate Facilities Management - Engineers Office

    • MINUTE ORDER #511/10:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved a Job Order Contract with Corporate Facilities Management for the replacement of the roof on the Engineers Office at 206 North Main for $21,546.00.



  21. Agenda #19 - Job Order Contract with Corporate Facilities Management - North Annex

    • MINUTE ORDER #512/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved a Job Order Contract with Corporate Facilities Management for the replacement of the rood on the North Annex at 1605 North Main for $96,735.00.



  22. Agenda #20 - Final Budget Amendments FY 2010

    • MINUTE ORDER #513/10:    County Auditor Donna Eakin presented for approval the Final Budget Amendments for Fiscal Year Ending September 30, 2010.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter.  A copy of said amendments are attached hereto and made part of these minutes.



  23. Agenda #21 - Claims

    • MINUTE ORDER #514/10:    County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 



             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
