Judge Brown is currently serving her first year as Bell County Justice of the Peace in Precinct 4, Place 1.

She holds a BS Degree from Coppin State University, 1960 in Elementary Education; a Master of Arts Degree from Antioch College, 1977 in Planning and Administration; and a Ph.D. from Union Institute and University, 2004 in Interdisciplinary Arts and Sciences with a specialty in Urban Education.

Before retiring as a Maryland State Public School Principal, Judge Brown worked in social service fields (welfare, housing, medical and psychiatric) for ten years.  Following retirement, she served as a Maryland State License Commissioner for eight years.  In Texas, Judge Brown served as an Honorable Killeen City Council Member and a Killeen Human Resources Coordinator.  Up until her election, Judge Brown worked as a KISD Substitute Teacher.

Judge Brown was born and raised in Baltimore City, Maryland.  She came to live in Texas on May 10, 2005 to help her son raise her grandson, as his wife was a deploying soldier stationed at Fort Hood.  Judge Brown's deceased former husband was a retired Command Sergeant Major.

Judge Brown's community service includes:

  • President of the Presidents' Council of a Community Corporation in Baltimore, Maryland
  • Member of the Baltimore City Commission on Women
  • Secretary of the Killeen Sister Cities, Inc.
  • Second and Third Vice President of the Killeen Noon Lions Club
  • Founder and Coordinator of the Killeen Thundercreek Community Association
