New
Texas Residents

If
you have just moved to Texas, your vehicle must first pass a vehicle
safety inspection and an inspection of the vehicle identification number.
These services are available at a state-approved Safety Inspection
Station. The inspection facility will provide you with a Vehicle
Identification Certificate (Form VI-30-A). You must submit this form
to the county tax office along with an application for certificate of
title. Title and registration fees are due at the county tax office
at the time the application for title is made. Liability Insurance
is required in Texas before these services are provided.
If your vehicle has an out-of-state lien on it, you may want to register
your vehicle without getting a Texas title. This is known as an
R.P.O. (Registration Purposes Only). Bring current proof of the out
of state registration, the out of state title (if you have it), the lien
holders name and address, proof of insurance, and the VI-30 from the
inspection station.
If you are a new resident in Texas you may qualify for the New Resident
tax on your vehicle(s). Texas charges a 6.25% motor vehicle sales
tax on 80% of the Standard Presumptive Value on used vehicles (non dealer
sales) titled and registered in Texas. If your vehicle was
registered in another state in your name before you came to Texas, your
New Resident tax is a flat $90.00 on these vehicles in addition to the
registration and title fees. This applies to vehicles you own as
well as to vehicles you lease. To obtain a Texas driver's license
you will need to visit one of the Texas Department of Public Safety
offices located at:
