the Commissioners Court of Bell County, Texas 
for SEPTEMBER 13, 2004

Notice is hereby given that a Workshop Session of the Commissioners Court will be held at immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, Courtroom, were the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, & updates.

  2. Architect planning & Construction Manager at Risk planning/updates.

  3. District Court fire damage and repair status.

  4. City of Belton, TxDOT, architect and construction manager discussions on site development, platting, entrances, and construction/design issues.

  5. MHMR Board Member update.

  6. Constable fees, Sheriff fees, and other fees review. 

  7. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

  8. Constable request to retain vehicle.

  9. Discussion of 2005 Holiday Schedule.

  10. Update on Strategic National Stockpile Workshop.

  11. Update on Brazos River Authority System Operation meetings. 

  12. Local impact of HB 2292 creation of Health and Human Services Commission and consolidation of agencies. 

  13. Attorney General Opinion GA-0225 regarding tax collection services. 

  14. HCCAA contract with DHS regarding the Nutrition Program.

  15. TxDOT current status of projects and local participation costs. 

  16. Keep Bell County Beautiful Project under the TxDOT Keep Texas Beautiful Project.

  17. Help America Vote Act and election voting devices.

  18. Potts Building inspection report by Texas Department of Licensing and Standards on accessibility.

  19. Interlocal Agreement with Clearwater Water Conservation District. 

  20. Texas Department of Agriculture Historic Farms/Ranches Program.

  21. Inquiry on Rural Route for railroad transport of waste.

  22. Update of EMS Service Contract & other issues with Scott & White Hospital.

  23. Engineering and road issues; accident updates.

  24. Engineering equipment needs review. 

  25. TxDOT hearings and meetings. 

  26. Regional Mobility Authorities.

  27. Fire Marshal two-year statutory appointment procedure and performance review.

  28. Fire Marshal/Emergency Management Office, burn ban evaluation/status, fire investigations, and upcoming exercises and grants.

  29. Bell County Communications Center equipment, staffing, and personnel.

  30. County Indigent Health Care Program appropriations update and effects on Bell County.

  31. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  32. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn. 

  33.  Museum expansion design & costs estimates. 

  34.  Long range planning/real estate planning.

  35. Personnel/Safety Policies and Procedures.

  36. FY 05 Budget planning.

  37. Review of compliance with Texas Government Code Section 25.005. 

  38. Conference of Urban Counties, Texas Association of Counties and National Association of Counties update and meetings. 

  39. 78th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions.

  40. Governor's Property Tax Proposal. 

  41. Litigation Issues.

  1. Program at Temple South Rotary Club meeting on Monday, September 13, 2004 at noon at Hilton Garden Inn in Temple.    

  2. Meeting with Garry Kimball of First Southwest Company, the County's financial advisors, on Tuesday, September 14, 2004 at 10:00 a.m. in Conference Room.     

  3. Brazos G Regional Water Planning Group meeting on Wednesday, September 15, 2004 at 9:00 a.m. at Brazos River Authority Headquarters in Waco.  

  4. Central Texas Republican Women meeting on Wednesday, September 15, 2004 at 6:00 p.m. at Wildflower Country Club in Temple.

  5. University of Mary-Hardin Baylor Ethics Symposium on Thursday, September 16, 2004 at 1:00 p.m. at UMHB in Belton.
