Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for OCTOBER  18, 2004

Notice is hereby given that a Workshop Session of the Commissioners Court will be held at immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, Courtroom, were the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews,& updates.

  2. Architect planning & Construction Manager at Risk planning/updates.

  3. District Court fire damage, assessment, insurance, and repair status.

  4. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

  5. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  6. Health Insurance alternatives.

  7. Help America Vote Act, election voting devices, translator requirements at polling places and other November General Election issues. 

  8. FY 2005 Budget issues.

  9. Inquiry regarding adding MADD as a choice for donation of juror fees. 

  10. Policy on private organization using county facilities at no charge and then charging public to attend organization's meeting/event. 

  11. Request from City of Rogers for letter of support for Community Development Block Grant federal funding through the Office of Rural Community Affairs of the State of Texas. 

  12. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

  13. Update on Strategic National Stockpile Workshop.

  14. Update on Brazos River Authority System Operation meetings. 

  15. Local impact of HB 2292 creation of Health and Human Services Commission and consolidation of agencies. 

  16. Attorney General Opinion GA-0225 regarding tax collection services. 

  17. HCCAA contract with DHS regarding the Nutrition Program.

  18. TxDOT current status of projects and local participation costs. 

  19. Keep Bell County Beautiful Project under the TxDOT Keep Texas Beautiful Project.

  20. Potts Building inspection report by Texas Department of Licensing and Standards on accessibility.

  21. Interlocal Agreement with Clearwater Water Conservation District. 

  22. Texas Department of Agriculture Historic Farms/Ranches Program.

  23. Inquiry on Rural Route for railroad transport of waste.

  24. Update of EMS Service Contract & other issues with Scott & White Hospital.

  25. Engineering and road issues; accident updates; Jarosek questions.

  26. Engineering review of inquiry concerning storage/parking of multiple vehicles off of private road and draft of ordinance.

  27. Engineering equipment needs review and financing options.

  28. Engineering notice from TxDOT of 2004 Mileage Certification of 903 miles of roads as being the total county-maintained road mileage.  

  29. TxDOT hearings and meetings. 

  30. Regional Mobility Authorities.

  31. Housing Tax Credits for Senior Housing projects.

  32. Fire Marshal two-year statutory appointment procedure and performance review.

  33. Fire Marshal/Emergency Management Office, burn ban evaluation/status, fire investigations, and upcoming exercises, grants, and Annexes to Plans.

  34. Bell County Communications Center equipment, staffing, and personnel.

  35. County Indigent Health Care Program appropriations update and effects on Bell County.

  36. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  37. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn. 

  38.  Museum expansion design & costs estimates. 

  39.  Long range planning/real estate planning.

  40. Personnel/Safety Policies and Procedures.

  41. Review of compliance with Texas Government Code Section 25.005. 

  42. Conference of Urban Counties, Texas Association of Counties and National Association of Counties update and meetings. 

  43. 78th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions.

  44. Governor's Property Tax Proposal.

  3. Harker Heights Chamber Banquet on Monday, October 18, 2004 at 6:00 p.m. at Killeen Civic and Convention Center.    

  4. Meeting of Temple Electronic Development Corporation on Tuesday, October 19, 2004 at 10:00 a.m. at Temple Chamber of Commerce Building. 

  5. Lunch meeting with Jim Reed, Executive Director, CTCOG on Tuesday, October 19, 2004 at noon in Conference Room, with location of lunch announced at that time. 

  6. Temple Association of Builders Elected Officials BBQ on Tuesday, October 19, 2004 at 6:30 p.m. at Cyclone BBQ in East Bell County. 

  7. Meeting of Brazos G Regional Water Planning Group on Wednesday, October 20, 2004 at 9:00 a.m. and 10:00 a.m. at Brazos River Authority Headquarters in Waco. 

  8. Awards Luncheon of the County Judge and Commissioners Committee on People with Disabilities on Wednesday, October 20, 2004 at 11:30 a.m. at EXPO Center in Belton. 

  9. Luncheon of Central Texas Republican Women on Wednesday, October 20, 2004 at noon at Wildflower Country Club in Temple. 

  10. Solid Waste Advisory Committee meeting on Thursday, October 21, 2004 at 9:30 a.m. at Workforce Development Building in Killeen.
