Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for FEBRUARY 07, 2005

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval.

  3. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  4. District Court fire damage, assessment, insurance, and repair status.

  5. Update from MHMR officials on pending legislation.

  6. Use of video interviewing for on-line mental health assessments.

  7. TxDOT current status of projects and local participation costs.

  8. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, and related projects.

  9. Regional Mobility Authorities.

  10. Inquiry on Rural Route for railroad transport of waste.

  11. Engineering and road issues; accident updates; abandonment of road easement.

  12. Engineering equipment needs review and financing options. 

  13. Kronos time and attendance software and need for additional capacity. 

  14. Health Insurance alternatives and followup on meeting of HR directors and medical provider. 

  15. Pharmacy contract services and transition.

  16. Proposed legislation and input on effect on counties. 

  17. Discussion with CTCOG concerning proposals for funding in next distribution of Homeland Security Funding and other CTCOG matters. 

  18. City of Belton Tax Increment Increment Reinvestment Zone.

  19. Petition to incorporate the Village of Stillhouse and election procedure/status. 

  20. Policy on private organization using county facilities at no charge and then charging public to attend organization's meeting/event. 

  21. Policy on flying of flags on county property. 

  22. State of Texas Radio Communications Interoperability Plan update.

  23. Update on Belton Wireless Project.

  24. Request by District Judges to the state legislature Fraser for an additional District Court to be created in the next legislative session. 

  25. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

  26. Help America Vote Act, election voting devices, translator requirements at polling places and other November General Election issues. 

  27. FY 2005 Budget issues.

  28. Court e-filing proposal and details of implementation.

  29. Update on Capital Projects projections.

  30. Texas Parks and Wildlife Regional Trail Grant.

  31. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

  32. Training for newly elected or appointed constables and justices of the peace.

  33. Update on Brazos River Authority System Operation meetings. 

  34. Local impact of HB 2292 creation of Health and Human Services Commission and consolidation of agencies. 

  35. Attorney General Opinion GA-0225 regarding tax collection services. 

  36. HCCAA contract with DHS regarding the Nutrition Program.

  37. Keep Bell County Beautiful Project under the TxDOT Keep Texas Beautiful Project.

  38. Potts Building inspection report by Texas Department of Licensing and Standards on accessibility.

  39. Interlocal Agreement with Clearwater Water Conservation District. 

  40. Texas Department of Agriculture Historic Farms/Ranches Program.

  41. Update of EMS Service Contract & other issues with Scott & White Hospital.

  42. Housing Tax Credits for Senior Housing projects.

  43. Fire Marshal two-year statutory appointment procedure and performance review.

  44. Fire Marshal/Emergency Management Office, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

  45. Bell County Communications Center equipment, staffing, and personnel.

  46. County Indigent Health Care Program appropriations update and effects on Bell County.

  47. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors, including Rose Garden procedures.

  48. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn. 

  49.  Museum expansion design, costs estimates and other museum issues. 

  50.  Long range planning/real estate planning.

  51. Personnel/Safety Policies and Procedures.

  52. Review of compliance with Texas Government Code Section 25.005.

  10. UMHB luncheon at 11:30 a.m. on Friday, February 11, 2005 at Parker Academic Center in Belton.
