Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for FEBRUARY 22, 2005

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval.

  3. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  4. TxDOT current status of projects and local participation costs.

  5. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, and related projects.

  6. Regional Mobility Authorities.

  7. Update on real estate in Temple for potential purchase and use for abused families and similar needs.

  8. Engineering and road issues; accident updates; abandonment of road easement.

  9. Engineering equipment needs review and financing options. 

  10. Health Insurance alternatives and followup on meeting of HR directors and medical provider. 

  11. Pharmacy contract services and transition.

  12. Proposed legislation and input on effect on counties. 

  13. Discussion with concerning proposals for funding in next distribution of Homeland Security Funding and other CTCOG matters. 

  14. Policy on private organization using county facilities at no charge and then charging public to attend organization's meeting/event. 

  15. Policy on flying of flags on county property. 

  16. State of Texas Radio Communications Interoperability Plan update.

  17. Update on Belton Wireless Project.

  18. Request by District Judges to the state legislature Fraser for an additional District Court to be created in the next legislative session under SB 353. 

  19. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

  20. Help America Vote Act, election voting devices, translator requirements at polling places and other November General Election issues. 

  21. FY 2005 Budget issues.

  22. Court e-filing proposal and details of implementation.

  23. Update on Capital Projects projections.

  24. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

  25. Keep Bell County Beautiful Project under the TxDOT Keep Texas Beautiful Project.

  26. Potts Building inspection report by Texas Department of Licensing and Standards on accessibility.

  27. Interlocal Agreement with Clearwater Water Conservation District. 

  28. Texas Department of Agriculture Historic Farms/Ranches Program.

  29. Update of EMS Service Contract & other issues with Scott & White Hospital.

  30. Fire Marshal two-year statutory appointment procedure and performance review.

  31. Fire Marshal/Emergency Management Office, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

  32. Bell County Communications Center equipment, staffing, and personnel.

  33. County Indigent Health Care Program appropriations update and effects on Bell County.

  34. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors, including Rose Garden procedures.

  35. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn. 

  36.  Museum expansion design, costs estimates and other museum issues. 

  37.  Long range planning/real estate planning.

  38. Personnel/Safety Policies and Procedures.

  39. Conference of Urban Counties, Texas Association of Counties and National Association of Counties update and meetings. 

  40. 79th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions.

  41. Governor's Property Tax Proposal. 

  42. Litigation Issues.

  3. Brazos G Regional Water Planning Group meeting at 10:00 a.m. on Tuesday, February 22, 2005 at Brazos River Authority Headquarters in Waco. 

  4. Hill Country Community Action Board meeting at 6:00 p.m. on Tuesday, February 22, 2005 at Lampasas Community Center in Lampasas.

  8. CTCOG Executive Board meeting at noon on Thursday, February 24, 2005 at Workforce Building in Killeen. 

  9. Secretary of State meeting at 2:30 p.m. on Thursday, February 24, 2005 at Workforce Building in Killeen. 

  10. Friends of the Belton Library luncheon at 11:00 a.m. on Saturday, February 26, 2005 at Parker Center at UMHB in Belton. 

  11. Opening of Congressman John Carter's office at 1:00 p.m. on Saturday, February 26, 2005 in downtown Belton.
