Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for MARCH  21, 2005

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval.

3. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

4. City of Belton road closing, parking, and access easement issues of development of coop gin site.

5. City of Belton USDA grant for construction of sewer line under Loop 121 near EXPO.

6. Centro Vision proposal regarding rural cities tie in to City of Temple and then to Communications Center.

7. Proposal regarding rural areas involving Broadband and BellNET.

8. Feasibility of refinancing of certain debt issues at attractive rates and financing for road and bridge equipment.

9. Central Texas Narcotics Task Force status and update.

10. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, and related projects.

11. Regional Mobility Authorities.

12. Update on real estate in Temple for potential purchase and use for abused families and similar needs.

13. Temporary staffing needs for Tax Assessor office in Killeen due to increase in customer traffic.

14. Engineering and road issues; accident updates; abandonment of road easement.

15. Engineering equipment needs review and financing options. 

16. Health Insurance alternatives and followup on meeting of HR directors and medical provider. 

17. Pharmacy contract services and transition.

18. Proposed legislation and input on effect on counties. 

19. Discussion concerning proposals for funding in next distribution of Homeland Security Funding and other CTCOG matters. 

20. Policy on private organization using county facilities at no charge and then charging public to attend organization's meeting/event. 

21. State of Texas Radio Communications Interoperability Plan update.

22. Update on Belton Wireless Project.

23. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

24. Help America Vote Act, election voting devices, and other election issues. 

25. FY 2005 Budget issues.

26. Court e-filing proposal and details of implementation.

27. Update on Capital Projects projections.

28. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

29. Keep Bell County Beautiful Project under the TxDOT Keep Texas Beautiful Project.

30. Potts Building inspection report by Texas Department of Licensing and Standards on accessibility.

31. Interlocal Agreement with Clearwater Water Conservation District. 

32. Texas Department of Agriculture Historic Farms/Ranches Program.

33. Update of EMS Service Contract & other issues with Scott & White Hospital.

34. Fire Marshal two-year statutory appointment procedure and performance review.

35. Fire Marshal/Emergency Management Office, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

36. Bell County Communications Center equipment, staffing, and personnel.
