Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for JUNE 20, 2005

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval.

  3. Status update and review of operation/personnel needs of County Clerk's office pending Clerk's medical recovery.

  4. Budget requests from non-county departments.

  5. Health and dental insurance review of proposals to other entities and projections.

  6. City of Temple Creation of Tax Abatement Zone Number Eight. 

  7. Bell County Jail Population Management Meeting summary. 

  8. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility. 

  9. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  10. City of Belton road closing, parking, and access easement issues on development of coop gin site and other Belton issues.

  11. Issue of false alarm problems in Texas and proposed regulation of installers.

  12. City of Belton USDA grant for construction of sewer line under Loop 121 near EXPO.

  13. Memorandum of Understanding for Pilot Interoperable Communications Program Among McLennan, Bell and Coryell Counties and Associated Agencies.

  14. Legislation to create 5th District Court. 

  15. Legislation in support of Texas A & M - Central Texas. 

  16. HIPAA Security Rule deadline status for compliance.

  25. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases. 

  26. Health Insurance alternatives and followup on meeting of HR directors and medical provider. 

  27. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition, and questions. .

  28. Proposed legislation and input on effect on counties. 

  29. State of Texas Radio Communications Interoperability Plan update.

  30. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

  31. Help America Vote Act, election voting devices, grant funding, committee update, personnel, and other election issues. 

  32. FY 2005 & FY 2006 Budget issues and calendar schedule.

  33. FY 2004 Audit issues and discussion. 

  34. Court e-filing proposal and details of implementation.

  35. Update on Capital Projects projections.

  36. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

  37. Keep Bell County Beautiful Project under the TxDOT Keep Texas Beautiful Project.
