Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval.

  3. Status update and review of operation/personnel needs of County Clerk's office pending Clerk's medical recovery.

  4. Review of Narcotics Task Force Budget and operational issues.

  5. Health and dental insurance issue regarding Agent of Record.

  6. EXPO Center presentation on maintenance and exterior renovation proposals.

  7. City of Temple Creation of Tax Abatement Zone Number Eight. 

  8. Bell County Jail Population Management Meeting summary. 

  9. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility. 

  10. Consulting services to evaluate processes and work flows for medical services data and billings. 

  11. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  12. City of Belton road closing, parking, and access easement issues on development of Coop gin site and other Belton issues.

  13. City of Belton USDA grant for construction of water/sewer line under Loop 121 near EXPO and proposal concerning participation in costs.

  14. Memorandum of Understanding for Pilot Interoperable Communications Program Among McLennan, Bell and Coryell Counties and Associated Agencies.

  15. Legislation (SB 6) effects on Bell County and status of requests for assistance from legislators. 

  16. HIPAA Security Rule deadline status for compliance. 

  17. BellNET update, planning and future objectives/staffing/budget.

  18. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects.

  19. Update on Public Power Pool agreements and renewal issues.

  20. Regional Mobility Authorities.

  21. Indigent Defense Task Force update.

  22. Engineering and road issues; accident updates; abandonment of road easement.

  23. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases. 

  24. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition, and questions. 

  25. Proposed legislation and input on effect on counties. 

  26. State of Texas Radio Communications Interoperability Plan update.

  27. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

  28. Help America Vote Act, election voting devices, grant funding, committee update, personnel, and other election issues. 

  29. FY 2006 Budget issues and calendar schedule.

  30. Court e-filing proposal and details of implementation.

  31. Update on Capital Projects projections.

  32. Juvenile Probation personnel, staffing, classification, budget issues, strategic planning session, and report on state inspection.

  33. Interlocal Agreement with Clearwater Water Conservation District. 

  34. Update of EMS Service Contract & other issues with Scott & White Hospital.

  35. Fire Marshal two-year statutory appointment procedure and performance review.

  5. Construction update by Gene Doss Construction Company on Museum Project at 1:30 p.m. on Tuesday, August 9, 2005 at Bell County Museum site in Belton. 

  6. Conference of Urban Counties luncheon meeting at 11:00 a.m. on Wednesday, August 10, 2005 at Doubletree Guest Suites Hotel at 15th & Lavaca in Austin. 

  7. Texas Association of Counties 2005 Annual Conference Post Legislative Session, Wednesday, August 10 through Friday, August 12, 2005, with first General Session starting at 1:00 p.m. on Wednesday at the Austin Hilton Hotel, 500 East 4th Street in Austin.
