Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for AUGUST 22, 2005

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval.

  3. Update and change order consideration regarding Museum building project.

  4. Status report and discussion of scanning projects conducted by ACS.

  5. Leasing proposal for use of temporary voting equipment for November election.

  6. Bell County Jail Population Management Meeting summary. 

  7. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility. 

  8. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  9. City of Belton road closing, parking, and access easement issues on development of Coop gin site and other Belton issues.

  10. HIPAA Security Rule deadline status for compliance. 

  11. BellNET update, planning and future objectives/staffing/budget.

  12. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects.

  13. Update on Public Power Pool agreements and renewal issues.

  14. Regional Mobility Authorities.

  15. Indigent Defense Task Force update.

  16. Engineering and road issues; accident updates; abandonment of road easement.

  17. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases. 

  18. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition, and questions. 

  19. Proposed legislation and input on effect on counties. 

  20. State of Texas Radio Communications Interoperability Plan update.

  21. Jail population status, population management, jail leasing alternatives/costs, and state prison overcrowding notification. 

  22. Help America Vote Act, election voting devices, grant funding, committee update, personnel, and other election issues. 

  23. FY 2006 Budget issues and calendar schedule.

  24. Court e-filing proposal and details of implementation.

  25. Update on Capital Projects projections.

  26. Interlocal Agreement with Clearwater Water Conservation District. 

  27. Update of EMS Service Contract & other issues with Scott & White Hospital.

  28. Fire Marshal two-year statutory appointment procedure and performance review.

  29. Fire Marshal/Emergency Management Office, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

  30. Bell County Communications Center equipment, staffing, and personnel.

  31. County Indigent Health Care Program appropriations update and effects on Bell County and the providing of services to other counties.

  32. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors, including Rose Garden procedures.

  33. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn. 

  34. Museum expansion design, costs estimates and other museum issues. 

  35. Long range planning/real estate planning.

  36. Personnel/Safety Policies, Procedures, and Citizen's Complaints.

  37. Conference of Urban Counties, Texas Association of Counties, County Judges and Commissioners Association and National Association of Counties update and meetings.

  38. 79th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions, and update with legislators.

  39. Governor's Property Tax Proposal.

  40. Litigation and potential litigation issues and updates.

  4. Meeting with City of Belton personnel regarding downtown project at 3:00 p.m. on Monday, August 22, 2005 in Commissioners' Conference Room.  

  5. Construction update by Gene Doss Construction Company on Museum Project at 1:30 p.m. on Tuesday, August 23, 2005 at Bell County Museum site in Belton.  

  6. Voting machines demonstrations for Voting Equipment Committee at noon on Wednesday, August 24, 2005 in Commissioners' Courtroom and Conference Room. 

  7. Workforce Development Board meeting at 9:30 a.m. on Thursday, August 25, 2005 at Workforce Building in Killeen.  

  8. Central Texas Council of Governments Executive Board meeting at noon on Thursday, August 25, 2005 at Workforce Building in Killeen. 

  9. Texas A & M School of Rural Public Health Rural Preparedness Roundtable at 11:30 a.m. on Friday, August 26, 2005 at Alcoa Lake Training Center on FM 2116 in Rockdale.
