Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for December 19, 2005

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations. 

3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification and JP coverage.

4. 2006 District Clerk and other Fees, including Family Protection fee, Juvenile Case Manager fee, Jury Service Payment Schedule. 

5. EXPO Center modifications and financial planning and alternatives. 

6. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, and planning for recognition event for volunteers.

7. CUC ERP Project status.

8. New ethics reporting requirements and update from CUC on compliance. 

9. CERT teams update and questions on insurance coverage, grant funding, and reporting structure. 

10. Update on renewals of lease agreements.

11. Temple Annex security upgrades on cameras and alert devices. 

12. Museum expansion update, design, costs estimates and other museum issues. 

13. Court costs and fees collection methods/contracts, including Linnebarger and Omni contracts. 

14. Court e-filing proposals and details of implementation. 

15. County Clerk's office processes/proposals and vacancy in office issues. 

16. Boy Scout flag pole project at North Annex in Belton. 

17. Local Update of Census Addresses (LUCA) program for 2010 Census. 

18. Tower space update on proposals for new radio tower.

19. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility.

20. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

21. City of Belton road closing, parking, and access easement issues on development of coop gin site and other Belton issues, including Corp of Engineers Park property.

22. Information Systems fiber damage issues and repairs and personnel staffing issues.

23. BellNET update, planning and future objectives/staffing/budget, agreement extension.

24. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects.

25. Update on Public Power Pool agreements and renewal issues.

26. Regional Mobility Authorities.

27. Indigent Defense Task Force update.

28. Engineering and road issues; accident updates; abandonment of road easement.

29. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.
    
    

30. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition and questions.

31. State of Texas Radio Communications Interoperability Plan update.

32. Help America Vote Act, election voting devices, grant funding, committee update, personnel and other election issues.

33. FY 2006 Budget issues and FY 2005 Budget/Audit issues.

34. Comptroller's request for AG opinion concerning interpretation of HB 11 provisions regarding District Judges' salaries.

35. Update on Capital Projects projections.

36. Interlocal Agreement with Clearwater Water Conservation District.

37. Update of EMS Service Contract & other issues with Scott & White Hospital.

38. Fire Marshall two-year statutory appointment procedure and performance review. 

39. Fire Marshall/Emergency Management Office, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

40. Bell County Communications Center equipment, staffing and personnel.  

41. Reorganization and personnel restructure of HELP Centers and Indigent Health Care programs.
