Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for January 17, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations. 

3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

4. Personal Bond Office staffing and distribution/location of personnel and case loads.

5. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, and planning for recognition event for volunteers.

6. CUC ERP Project status.

7. New ethics reporting requirements and update from CUC on compliance. 

8. CERT teams update and questions on insurance coverage, grant funding, and reporting structure. 

9. Update on renewals of lease agreements.

10. Temple Annex security upgrades on cameras and alert devices. 

11. Museum expansion update, design, costs estimates and other museum issues. 

12. EXPO Center modifications, and financial planning and alternatives. 

13. Court costs and fees collection methods/contracts, including Linnebarger and Omni contracts and new Office of Court Administration requirements. 

14. Collections Plan and Tech Share Project assistance from Sbi.enteris and update on statement of work.

15. County Clerk's office processes/proposals and vacancy in office issues. 

16. Tower space update on proposals for new radio tower and Interlocal Agreement.

17. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility.

18. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

19. City of Belton road closing, parking, and access easement issues on development of coop gin site and other Belton issues, including Corp of Engineers Park property.

20. BellNET update, planning and future objectives/staffing/budget, agreement extension.

21. Indigent Defense Task Force update.

22. Engineering and road issues; accident updates; abandonment of road easement.

23. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.
    
    

24. TxDOT 2008-2009  Federal Hazard Elimination Program.
    
    

25. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects.

27. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition and questions.

28. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

29. FY 2006 Budget issues and FY 2005 Budget/Audit issues.

30. Comptroller's request for AG opinion concerning interpretation of HB 11 provisions regarding District Judges' salaries.

31. Update on Capital Projects projections.

32. Interlocal Agreement with Clearwater Water Conservation District.

33. Update of EMS Service Contract & other issues with Scott & White Hospital.

34. Fire Marshall two-year statutory appointment procedure and performance review. 

35. Fire Marshall/Emergency Management Office, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

36. Bell County Communications Center equipment, staffing and personnel.  

37. Reorganization and personnel restructure of HELP Centers and Indigent Health Care programs.

38. County Indigent Health Care Program appropriations update and effects on Bell County and the providing of services to other counties.

39. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

40. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn.

41. Long range planning/real estate planning.

42. Personnel/Safety Policies, Procedures, and Citizen's Complaints.

43. Insurance renewals for property/liability and health/dental. 

44. Conference of Urban Counties, Texas Association of Counties, County Judges and Commissioners Association and National Association of Counties update and meetings.

45. 79th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions, and update with legislators.
