Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for February 13, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations. 

  3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

  4. Personal Bond Office staffing and distribution/location of personnel and case loads.

  5. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, and planning for recognition event for volunteers.

  6. Updates on Tech Share project and follow-up work required to develop options for Bell County. 

  7. New ethics reporting requirements and update from CUC on compliance. 

  8. FY 2005 audit update.

  9. CERT teams update and questions on insurance coverage, grant funding, and reporting structure. 

  10. Update on renewals of lease agreements.

  11. Temple Annex security upgrades on cameras and alert devices. 

  12. Museum expansion update, design, costs estimates and other museum issues. 

  13. Bell County Communications Center expansion construction inquiry, weekly update and RBO meeting and agenda.

  14. EXPO Center modifications, and financial planning and alternatives. 

  15. Court costs and fees collection methods/contracts, including Linnebarger and Omni contracts and new Office of Court Administration requirements. 

  16. Collections Plan and Tech Share Project assistance from Sbi.enteris and update on statement of work.

  17. County Clerk's office processes/proposals and vacancy in office issues.

  18. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility.

  19. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  20. City of Belton road closing, parking, and access easement issues on development of coop gin site and other Belton issues, including Corp of Engineers Park property.

  21. BellNET update, planning and future objectives/staffing/budget, agreement extension.

  22. Indigent Defense Task Force update.

  23. Engineering and road issues; accident updates; abandonment of road easement.

  24. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.

  25. TxDOT 2008-2009  Federal Hazard Elimination Program.

  26. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 

  27. TxDOT participation in North America's Supercorridor Coalition, inc. (NASCO).

  28. K-TUTS meetings and rearrangement of priorities.

  29. Regional Mobility Authorities.

  30. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition and questions.

  31. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

  32. FY 2006 Budget issues.

  33. Comptroller's request for AG opinion concerning interpretation of HB 11 provisions regarding District Judges' salaries.

  34. Update on Capital Projects projections.

  35. Interlocal Agreement with Clearwater Water Conservation District.

  36. Update of EMS Service Contract & other issues with Scott & White Hospital.

  37. Fire Marshall two-year statutory appointment procedure and performance review. 

  38. Fire Marshall/Emergency Management Office, Reservists meetings, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

  39. Bell County Communications Center equipment, staffing and personnel.  

  40. Reorganization and personnel restructure of HELP Centers and Indigent Health Care programs.

  41. County Indigent Health Care Program appropriations update and effects on Bell County and the providing of services to other counties.

  42. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  43. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn.

  44. Long range planning/real estate planning.

  45. Personnel/Safety Policies, Procedures, and Citizen's Complaints.

  46. Insurance renewals for property/liability and health/dental. 

  47. Conference of Urban Counties, Texas Association of Counties, County Judges and Commissioners Association and National Association of Counties update and meetings.

  48. 79th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions, and update with legislators.

  49. Litigation and potential litigation issues and updates.

  50. Appointment to the board of the Tax Appraisal District of Bell County.

  1. Bi-weekly meeting at 1:30 p.m. on Monday, February 13, 2006 with Skanska Construction concerning District Courts Project at the project site on Loop 121 in Belton.  

  2. Political Event for Commissioner John Fisher at 5:30 p.m. on Monday, February 13, 2006 at the Central Texas Homebuilders Building on Hwy 190 in Harker Heights.   

  3. Political Event for Congressman John Carter at 6:00 p.m. on Monday, February 13, 2006 at the Santa Fe Depot in Temple.    

  4. Temple Chamber Legislative Affairs Committee State of the County luncheon at 11:30 a.m. on Tuesday, February 14, 2006 at Wildflower Country Club in Temple.      

  5. Local Emergency Planning Committee (LEPC) meeting at 9:00 a.m. on Wednesday, February 15, 2006 at Bell County Communications Center in Belton.    

  6. Central Texas Republican Women Candidate Forum at 6:00 p.m. on Wednesday, February 15, 2006 at Wildflower Country Club in Temple.    

  7. Bell County Bar Association Candidate Forum at noon on Friday, February 17, 2006 in the 27th District Courtroom in the District Courts Building in Belton.
