Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for May 15, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage. 

2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations. 

3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

4. Review of interim and future office locations of various offices located in current District Courts Building during and after construction and renovation projects. 

5. Homeland Security funding questions concerning EOC equipment and web-based technologies. 

6. Child Protective Services Task Force designation and implementation. 

7. Update on City of Belton items presented by Sam Listi for consideration. 

8. Health Care Resource meeting on May 18. 

9. Court costs and fees collection methods/contracts, including Linnebarger and Omni contracts and new Office of Court Administration requirements. 

10. Personal Bond Office staffing and distribution/location of personnel and case loads.

11. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, and planning for recognition event for volunteers; FEMA updates and furniture issues.

12. Updates on Tech Share project and follow-up work required to develop options for Bell County. 

13. Briefing on Voluntary Organization Active in Disaster (VOAD) organization.

14. HELP Center services to legal immigrants through available federal, state, and local sources. 

15. Juvenile Probation Detention Center operation and status, including personnel positions and staffing.

16. Review of Vital Statistics options for ACS Services.

17. Submission to Texas Association of Counties a County Best Practices nomination. 

18. FY 2005 audit detail update.

19. Hill Country Transit District Congressional Earmark requests for administrative facility, rolling stock, and intermodel facility. 

20. CERT teams update and questions on insurance coverage, grant funding, and reporting structure. 

21. Update on renewals of lease agreements.

22. Animal Shelter update and status. 

23. Temple Annex security upgrades on cameras and alert devices. 

24. Temple property on 200 W. Avenue G availability. 

25. Museum expansion update, design, costs estimates and other museum issues. 

26. Bell County Communications Center expansion construction inquiry, weekly update and RBO meeting and agenda.

27. Brazos Region G nominating committee workgroup meeting. 

28. EXPO Center modifications, and financial planning and alternatives. 

29. Collections Plan and Tech Share Project assistance from Sbi.enteris and update on statement of work.

30. County Clerk's office processes/proposals and vacancy in office issues.

31. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility.

32. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

33. City of Belton road closing, parking, and access easement issues on development of coop gin site and other Belton issues, including Corp of Engineers Park property.

34. BellNET update, planning and future objectives/staffing/budget, agreement extension.

35. Indigent Defense Task Force update.

36. Engineering and road issues; accident updates; abandonment of road easement.

45. FY 2006 Budget issues.

47. Update on Capital Projects projections.

48. Update of EMS Service Contract & other issues with Scott & White Hospital.

49. Fire Marshall two-year statutory appointment procedure and performance review. 

50. Fire Marshall/Emergency Management Office, Reservists meetings, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

51. Bell County Communications Center equipment, budget, staffing and personnel.
