Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for July 24, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage. 

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

  4. Solicitation for Federal (Military) Prisoner Housing by Fort Hood. 

  5. Review of interim and future office locations of various offices located in current District Courts Building during and after construction and renovation projects. 

  6. FY 2007 budget preparation and scheduling. 

  7. Auction details for July 29, 2006.

  8. Value engineering/construction costs review for renovations to existing District Courts building and maximum price. 

  9. Homeland Security funding questions concerning EOC equipment and web-based technologies. 

  10. Reappointments to Board of Central Counties MHMR.

  11. D-MED plan on determination of indigency for qualification for county services such as appointed attorney representation. 

  12. Court costs and fees collection methods/contracts, including Linnebarger and Omni contracts and new Office of Court Administration requirements. 

  13. Personal Bond Office staffing and distribution/location of personnel and case loads.

  14. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues.

  15. Updates on Tech Share project and follow-up work required to develop options for Bell County. 

  16. Juvenile Probation Detention Center operation and status, including personnel positions and staffing and results of inspections and evaluations.

  17. Review of Vital Statistics options for ACS Services.

  18. Submission to Texas Association of Counties a County Best Practices nomination. 

  19. CERT teams update and questions on insurance coverage, grant funding, and reporting structure. 

  20. Update on renewals of lease agreements.

  21. Temple Annex security upgrades on cameras and alert devices. 

  22. Temple property on 200 W. Avenue G purchase offer. 

  23. Bell County Communications Center expansion construction inquiry, weekly update and RBO meeting and agenda.

  24. EXPO Center modifications, and financial planning and alternatives. 

  25. Collections Plan and Tech Share Project assistance from Sbi.enteris and update on statement of work.

  26. County Clerk's office processes/proposals and vacancy in office issues.

  27. Draft of Invitation to Bid for purchase of Medical Services for the Correctional Facility.

  28. City of Belton, TxDOT, architect and construction manager discussions on site development, platting/zoning, entrances, and construction/design issues.

  29. City of Belton road closing, parking, and access easement issues on development of coop gin site and other Belton issues, including Corp of Engineers Park property.

  30. BellNET update, planning and future objectives/staffing/budget, agreement extension.

  31. Indigent Defense Task Force update.

  32. Engineering and road issues; accident updates; abandonment of road easement.

  33. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.

  34. TxDOT 2008-2009  Federal Hazard Elimination Program.

  35. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 

  36. TxDOT participation in North America's Supercorridor Coalition, inc. (NASCO).

  37. K-TUTS meetings and rearrangement of priorities.

  38. Regional Mobility Authorities.

  39. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition and questions.

  40. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

  41. Update on Capital Projects projections.

  42. Update of EMS Service Contract & other issues with Scott & White Hospital.

  43. Fire Marshall two-year statutory appointment procedure and performance review. 

  44. Fire Marshall/Emergency Management Office, Reservists meetings, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans.

  45. Bell County Communications Center equipment, budget, staffing and personnel.  

  46. County Indigent Health Care Program appropriations update and effects on Bell County and the providing of services to other counties and the completion of Tobacco Funds Report.

  47. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  48. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn.

  49. Long range planning/real estate planning.

  50. Personnel/Safety Policies, Procedures, and Citizen's Complaints.

  51. Insurance renewals for property/liability. 

  52. Conference of Urban Counties, Texas Association of Counties, County Judges and Commissioners Association and National Association of Counties update and meetings.

  53. 79th Legislative Session, Constitutional Amendments, Special Sessions and Attorney General Opinions, and update with legislators.

  54. Litigation and potential litigation issues and updates.

  3. Pre-submittal conference and walk-through with architect for interested potential contractors for jail project, prior to submission of qualifications, at 10:00 a.m. on Tuesday, July 25, 2006 at the new District Courts building. 

  4. City of Killeen budget workshop at 4:00 p.m. on Tuesday, July 25, 2006 at Killeen City Hall.

  5. Brazos Region G Water Planning Board Scope of Work Committee meeting at 10:00 a.m. on Wednesday, July 26, 2006 at Brazos River Authority Headquarters building in Waco.  

  6. Central Texas Housing Finance Corporation Board and Bell County Housing Finance Corporation Board meetings at 11:00 a.m. on Wednesday, July 26, 2006 in Commissioners Conference Room. 

  7. TXDOT Trans Texas Corridor Public Hearing at 6:30 p.m. on Wednesday, July 26, 2006 at the Frank Mayborn Civic Center in Temple. 

  8. Workforce Development Board meeting at 9:30 a.m. on Thursday, July 27, 2006 at Workforce Building in Killeen.
