Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for August 14, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage. 

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

  4. Creation of City of Temple Tax Increment Financing Reinvestment Zone Number One and City of Temple Tax Abatement Agreement with McLane Advanced Technologies, LLC and McLane Group, LP.

  5. Proposed liquidated damages amounts for jail construction contracts. 

  6. Requests for Proposals, selection of short list of jail contractors, and presentation schedules. 

  7. District Courts Building security access procedures and policy proposal.

  8. FY 2007 budget preparation and scheduling. 

  9. Value engineering/construction costs review for renovations to existing District Courts building and guaranteed maximum price. 

  10. Homeland Security funding questions concerning EOC equipment and web-based technologies. 

  11. Potential bingo revenue source and procedures for Killeen HELP Center for client assistance. 

  12. Reappointments to Board of Central Counties MHMR.

  13. Pricing of services to conduct elections for other entities, including designation of eligible entities, and review of contract drafts. 

  14. Agreement with City of Belton regarding grinder pump installation and future maintenance and operating costs. 

  15. Fire Marshall/Emergency Management Office, Reservists meetings, burn ban evaluation/status, fire investigations, upcoming exercises, grants, and Annexes to Plans

  16. West Nile Virus status update and Avian Flu overview. 

  17. Mutual Aid Agreements with Fire Departments.

  18. GA-0446 Attorney General Opinion interpreting effects of HB 914 and Chapter 176 of Local Government Code on Vendor Conflicts Statements. 

  19. D-MED plan on determination of indigency for qualification for county services such as appointed attorney representation. 

  20. Court costs and fees collection methods/contracts, including Linnebarger and Omni contracts and new Office of Court Administration requirements. 

  21. Personal Bond Office staffing and distribution/location of personnel and case loads.

  22. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues.

  23. Updates on Tech Share project and follow-up work required to develop options for Bell County. 

  24. Juvenile Probation Detention Center operation and status, including personnel positions and staffing and results of inspections and evaluations.

  25. Review of Vital Statistics options for ACS Services.

  26. Submission to Texas Association of Counties a County Best Practices nomination. 

  27. CERT teams update and questions on insurance coverage, grant funding, and reporting structure. 

  28. Update on renewals of lease agreements.

  48. Update and review of pharmacy contract services with Contract Pharmacy Services of Hatsboro, PA, jail health care issues, transition and questions.

  49. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

  50. Update on Capital Projects projections.

  51. Update of EMS Service Contract & other issues with Scott & White Hospital.

  52. Fire Marshall two-year statutory appointment procedure and performance review. 

  53. Bell County Communications Center equipment, budget, staffing and personnel.  

  54. County Indigent Health Care Program appropriations update and effects on Bell County and the providing of services to other counties and the completion of Tobacco Funds Report.

  55. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  56. Building and Maintenance Issues/ Purser property design and plans/ property next to maintenance barn.
