Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for September 01, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage. 

2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

4. Interlocal Agreement with City of Belton on Animal Control. 

5. Requests for Proposals, selection of short list of jail contractors, and presentation schedules. 

6. District Courts Building security access procedures and policy proposal.

7. FY 2007 budget. 

8. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues.

9. Purchase of Temple property on 200 W. Avenue G and make-ready planning. 

10. Indigent Defense Task Force update.

11. Engineering and road issues; accident updates; abandonment of road easement.

12. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.
    
    

13. TxDOT 2008-2009  Federal Hazard Elimination Program and issues for 80th Legislature.
    
    

14. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 
    
    

15. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

16. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

17. Personnel/Safety Policies, Procedures, and Citizen's Complaints.

1. Union State Bank Dove Hunt and Fish Fry at 1:30 p.m. (Fish Fry at 5:00 p.m.) on Friday, September 1, 2006 at the Beck Ranch off Hwy 195 approximately 16 miles south of Killeen.   
          
   
2. Budget discussions/workshops and jail contractor evaluation/deliberation at 9:30 a.m. and 1:30 p.m. on Tuesday through Friday, September 5, through September 8, 2006.   
   
   
3. Opening of West Bell County Republican Party Headquarters at 11:30 a.m. on Tuesday, September 5, 2006 at 546 FM 2410 in Harker Heights. 
   
   
4. TxDOT public meeting to discuss proposed plans to extend FM 2271 on new location from FM 439 to US 190 at 7:00 p.m. on Tuesday, September 5, 2006 at the Belton Middle School Cafeteria at 1704 Sparta Road in Belton.  
   
   
5. Ribbon cutting for Delta Airlines at noon on Thursday, September 7, 2006 at the Ted Connell Terminal at Robert Grey Airport in Killeen.   
   
   
6. TxDOT public meeting to discuss proposed plans to construct an interchange or bridge overpass at the intersection of FM 439 and FM 3219 at 6:30 p.m. on Thursday, September 7, 2006 at the Hay Branch Elementary School Cafeteria at 6101 Westcliff Road in Killeen.
