Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for September 25, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage; liquidated damages calculations and amounts; Open House planning and coordination.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, Killeen feasibility study, and JP coverage.

  4. District Courts Building security access procedures and policy proposal.

  5. FY 2007 budget. 

  6. Law Library contracts with West/Thompson and Lexis Publishing Companies. 

  7. Status of completion of modification/compliance requirements under Architectural Barriers Act for District Court Building. 

  8. Value engineering/construction costs review for renovations to existing District Courts building and guaranteed maximum price. 

  9. On-site performance audit and assistance visit by Governor's Division of Emergency Management to review funded grant expenditures, inventory control, and support of sub-recipient agreements.

  10. Contact by independent EMS provider regarding using of Communications Center system. 

  11. City of Temple proposed tax abatement agreement within Enterprise Zone Number Three.

  12. City of Belton proposed tax abatement agreement within the Tax Increment Reinvestment Zone.

  13. Staffing of TABC technician in Belton office. 

  14. Interlocal Agreement or other alternative for policing services for the City of Troy. 

  15. Move of fiber from 550 2nd Avenue to new CTCOG Building. 

  16. FEMA update on status of close-out. 

  17. Potential legislative activity to revise Texas Tort Claims Act. 

  18. Bell County Communications Center operations. 

  19. Update on potential for receipt of bingo revenue for HELP Centers. 

  20. SB 1863 compliance status update and recommendations. 

  21. Business vacancy on Central Texas Workforce Board. 

  22. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues.

  23. Purchase of Temple property on 200 W. Avenue G and make-ready planning. 

  24. Indigent Defense Task Force update and Austin Indigent Defense Workshop.  

  25. D-Med Corporation automated indigent screening services. 

  26. Pauper burial information and policies. 

  27. Juvenile Probation Detention Center operation and status. 

  28. Alternative of contracting for CPS attorney services. 

  29. TXU transmission line locations between Williamson County and Salado. 

  30. EXPO Center modifications

  31. County Clerk's office processes, procedures, and recommendations.

  32. Engineering and road issues; accident updates; abandonment of road easement.

  33. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.

  34. TxDOT 2008-2009  Federal Hazard Elimination Program and issues for 80th Legislature.

  35. Update on TxDOT information on information/meetings/planning regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 

  36. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

  37. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  38. Personnel/Safety Policies, Procedures, and Citizen's Complaints.

  39. Upcoming legislative session, meetings of County organizations, and conferences. 

  40. Litigation and potential litigation issues and updates.

  2. Bi-monthly progress meeting with Skanska Construction regarding Annex renovation at 1:30 p.m. on Monday, September 25, 2006 at Jobsite Office Trailer at project site of old District Courts Building in Belton.     

  3. Bell County Republican Party Fund-Raiser and Auction at 6:00 p.m. on Monday, September 25, 2006 at the Bell County EXPO Center in Belton. 

  4. Planning meeting concerning Open-House Dedication Ceremony for new District Court Building at 9:30 a.m. on Tuesday, September 26, 2006 in Commissioners Conference Room.     

  5. Texas Water Development Board Public Meeting on Water Plan at 6:00 p.m. on Tuesday, September 26, 2006 at Baylor Law School in Waco. 

  6. Education Summit meeting at 2:30 p.m. on Wednesday, September 27, 2006 at Killeen Education Civic and Conference Center in Killeen. 

  7. 1st CAV Color Casing Ceremony at 9:00 a.m. on Thursday, September 28, 2006 at 1st CAV parade field at Fort Hood. 

  8. Workforce Development Board meeting at 9:30 a.m. on Thursday, September 28, 2006 at Workforce Building in Killeen.

  9. CTCOG Executive Board meeting at noon on Thursday, September 28, 2006 at CTCOG Building in Belton.
