Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for October 23, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court  and the Board of the Bell County Health Facilities Development Corporation will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage; liquidated damages calculations and amounts; Open House planning and coordination.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Details on proposed bond issue by Scott & White through the conduit entity of the Bell County Health Facilities Development Corporation.

  4. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, and JP coverage.

  5. District Courts Building security access procedures and policy proposal.

  6. FY 2007 budget. 

  7. Law Library contracts with West/Thompson and Lexis Publishing Companies. 

  8. Status of completion of modification/compliance requirements under Architectural Barriers Act for District Courts Building. 

  9. Value engineering/construction costs review for renovations to existing District Courts building and guaranteed maximum price. 

  10. City of Temple proposed tax abatement agreement within Enterprise Zone Number Three.

  11. City of Belton proposed tax abatement agreement within the Tax Increment Reinvestment Zone.

  12. ACS implementation schedule, access needs, and escrow funding policies/procedures.

  13. County Clerk policy changes for payment processing.

  14. County Clerk's office processes, procedures and recommendations.

  15. Staffing of TABC technician in Belton office. 

  16. Interlocal Agreement or other alternative for policing services for the City of Troy. 

  17. Move of fiber from 550 2nd Avenue to new CTCOG Building. 

  18. Potential legislative activity to revise Texas Tort Claims Act. 

  19. Bell County Communications Center operations. 

  20. Update on potential for receipt of bingo revenue for HELP Centers. 

  21. SB 1863 compliance status and progress update and recommendations by consultants.  

  22. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues and status of close-out.

  23. National Incident Management System (NIMS) Training requirements.

  24. Make-ready planning for Temple property at 200 W. Avenue G.

  25. Indigent Defense Task Force update and Austin Indigent Defense Workshop.  

  26. D-Med Corporation automated indigent screening services. 

  27. Pauper burial information and policies; pauper graves and relocation.

  28. Juvenile Probation Detention Center operation and status. 

  29. Alternative of contracting for CPS attorney services. 

  30. TXU transmission line locations between Williamson County and Salado. 

  31. EXPO Center modifications and questions on security officers' pay and scheduling.

  32. Engineering and road issues; accident updates; abandonment of road easement.

  33. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.

  34. TxDOT 2008-2009  Federal Hazard Elimination Program and issues for 80th Legislature.

  35. Update on TxDOT information on information/meetings/planning/contract regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 
     

  36. Emergency Management and Fire Marshall updates and issues. 

  37. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, planning for 2006 elections, and other election/voting systems issues.

  38. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  39. Personnel/Safety Policies, Procedures, and Citizen's Comments.

  40. Upcoming legislative session, meetings of County organizations, and conferences. 

  41. Attorney General opinions and questions on charges for reproductions of public records.

  42. Litigation and potential litigation issues and updates.

  1. Update and progress report from Phil Goodwill of Enterpulse on SB 1863 Collections Project at 1:00 p.m. on Monday, October 23, 2006 in Commissioners Conference Room.         
           
  2. Planning meeting with architect, engineers and TxDOT on access on Loop 121 during jail construction and operation.         
  3. Central Texas Republican Women Scholarship Luncheon at noon on Tuesday, October 24, 2006 at Wildflower Country Club in Temple.  
     
  4. J.A.I.L. Ministry Banquet at 6:30 p.m. on Tuesday, October 24, 2006 at EXPO Center in Belton. 
     
  5. Awards Banquet of Texas Associated Builders & Contractors at 6:00 p.m. on Thursday, October 26, 2006 at the Austin Convention Center in Austin.
     
  6. Workforce Board Awards Banquet at 11:30 a.m. on Thursday, October 26, 2006 at the Killeen Civic & Conference Center in Killeen.
