Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for November 27, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court  and the Board of the Bell County Health Facilities Development Corporation will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage; liquidated damages calculations and amounts.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, and JP coverage.

  4. Proposed statement of work for RFP for pharmaceutical provider for jail inmates.

  5. FY 2007 budget. 

  6. Law Library contracts with West/Thompson and Lexis Publishing Companies. 

  7. Status of completion of modification/compliance requirements under Architectural Barriers Act for District Courts Building. 

  8. Value engineering/construction costs review for renovations to existing District Courts building and guaranteed maximum price/contract provisions. 

  9. Emergency Response Plans for Courthouses and Annexes.

  10. Update on Conference of Urban Counties Enterprise Resource Planning (ERP) system.

  11. ACS implementation schedule, access needs, and escrow funding policies/procedures.

  12. County Clerk policy changes for payment processing.

  13. County Clerk's office processes, procedures and recommendations. 

  14. District Clerk's office processes, procedures and recommendations.

  15. Move of fiber from 550 2nd Avenue to new CTCOG Building. 

  16. Potential legislative activity to revise Texas Tort Claims Act. 

  17. Bell County Communications Center operations. 

  18. Update on potential for receipt of bingo revenue for HELP Centers. 

  19. SB 1863 compliance status and progress update and recommendations by consultants.  

  20. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues and status of close-out.

  21. National Incident Management System (NIMS) Training requirements.

  22. Make-ready planning for Temple property at 200 W. Avenue G.

  23. Indigent Defense Task Force update and Austin Indigent Defense Workshop.  

  24. D-Med Corporation automated indigent screening services. 

  25. Pauper burial information and policies; pauper graves and relocation.

  26. NACo prescription drug plan.

  27. Juvenile Probation Detention Center operation and status. 

  28. Alternative of contracting for CPS attorney services. 

  29. TXU transmission line locations between Williamson County and Salado. 

  30. EXPO Center modifications/renovations update and questions on security officers' pay and scheduling.

  31. Engineering and road issues; accident updates; abandonment of road easement.

  32. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.

  33. TxDOT 2008-2009  Federal Hazard Elimination Program and issues for 80th Legislature.

  34. Update on TxDOT information on information/meetings/planning/contract regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 
     

  35. Emergency Management and Fire Marshall updates and issues. 
     

  36. Pandemic Influenza training exercise.

  37. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, 2006 election issues, and other election/voting systems issues.

  38. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  39. Personnel/Safety Policies, Procedures, and Citizen's Comments.

  40. Upcoming legislative session, meetings of County organizations, and conferences. 

  41. Attorney General opinions and questions on charges for reproductions of public records.

  42. Litigation and potential litigation issues and updates.

  2. Construction update meeting with Skanska Construction at 1:30 p.m. on Monday, November 27, 2006 at the construction site trailer at the old District Courts Building in Belton.    
             
  3. Historical Commission Christmas dinner at 7:00 p.m. on Monday, November 27, 2006 at the Bell County Museum in Belton.
     
  4. Presentation of the Child Safety check to the City of Belton at 5:30 p.m. on Tuesday, November 28, 2006 at the Harris Community Center in Belton.      
     
  5. Meeting with Scott & White Health Plan representative at 10:00 a.m. on Wednesday, November 29, 2006.
     
  6. Pct 2 JP Christmas Open House from 3:00 p.m. until 5:00 p.m. at 102 W. Travis in Holland.
     
  7. YMCA  Tree Festival at 6:30 p.m. on Friday, December 1, 2006 at the Killeen Civic and Conference Center in Killeen.
     
  8. UMHB Christmas Open House from 2:00 p.m. until 4:00 p.m. on Sunday, December 3, 2006 at the President's Home at UMHB  in Belton.
