Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for December 04, 2006

Notice is hereby given that a Workshop Session of the Commissioners Court  and the Board of the Bell County Health Facilities Development Corporation will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage; liquidated damages calculations and amounts.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, and JP coverage.

  4. Proposed statement of work for RFP for pharmaceutical provider for jail inmates.

  5. FY 2007 budget. 

  6. Swearing-In Ceremony for January 2, 2007.

  7. Law Library contracts with West/Thompson and Lexis Publishing Companies. 

  8. Status of completion of modification/compliance requirements under Architectural Barriers Act for District Courts Building. 

  9. Value engineering/construction costs review for renovations to existing District Courts building and guaranteed maximum price/contract provisions. 

  10. Emergency Response Plans for Courthouses and Annexes.

  11. Issues regarding Texas Veterans Commission Contract with Central Texas Workforce Board.

  12. Update on Conference of Urban Counties Enterprise Resource Planning (ERP) system.

  13. ACS implementation schedule, access needs, and escrow funding policies/procedures.

  14. County Clerk policy changes for payment processing.

  15. County Clerk's office processes, procedures and recommendations. 

  16. District Clerk's office processes, procedures and recommendations.

  17. Strategic Planning scheduling and procedures.

  18. Move of fiber from 550 2nd Avenue to new CTCOG Building. 

  19. Potential legislative activity to revise Texas Tort Claims Act. 

  20. Bell County Communications Center operations. 

  21. SB 1863 compliance status and progress update and recommendations by consultants.  

  22. Hurricane Katrina and Hurricane Rita assistance, reimbursement efforts, after-action reports, transition from public assistance to individual assistance issues, termination notice issues, FEMA updates and furniture/utility/damage issues and status of close-out.

  23. National Incident Management System (NIMS) Training requirements.

  24. Make-ready planning for Temple property at 200 W. Avenue G.

  25. Indigent Defense Task Force update and Austin Indigent Defense Workshop.  

  26. D-Med Corporation automated indigent screening services. 

  27. Pauper burial information and policies; pauper graves and relocation.

  28. NACo prescription drug plan.

  29. Juvenile Probation Detention Center operation and status. 

  30. Alternative of contracting for CPS attorney services. 

  31. TXU transmission line locations between Williamson County and Salado. 

  32. EXPO Center modifications/renovations update and questions on security officers' pay and scheduling.

  33. Engineering and road issues; accident updates; abandonment of road easement.

  34. Engineering equipment needs review, financing options, and trading-in of equipment for new purchases.
     

  35. Amendment to Road and Bridge Precinct Funds Budget.
     

  36. City of Belton Annexation and application of Section 43.0562 and other sections of the Transportation Code.

  37. TxDOT 2008-2009  Federal Hazard Elimination Program and issues for 80th Legislature.

  38. Update on TxDOT information on information/meetings/planning/contract regarding the Trans-Texas Corridor, Loop 363, I-35, US 190, and related projects. 
     

  39. Emergency Management and Fire Marshall updates and issues. 
     

  40. Pandemic Influenza training exercise and notification of potential ability to purchase and stockpile antivirals.

  41. Help America Vote Act, election voting devices, grant funding, personnel, contracts with other entities, 2006 election issues, and other election/voting systems issues.

  42. Donation of Lever Voting Machine to Texas Secretary of State.

  43. Indigent burials and related issues regarding indigent death procedures, mortuary services, and other factors.

  44. Personnel/Safety Policies, Policy Manual, Procedures, and Citizen's Comments.

  45. Health Insurance and Health Plan issues and processes for 2007.

  46. Upcoming legislative session, meetings of County organizations, and conferences. 

  47. Hearings and recommendations of Task Force on Appraisal Reform.

  48. Attorney General opinions and questions on charges for reproductions of public records.

  49. Litigation and potential litigation issues and updates.
