Notice of Workshop Session of 
the Commissioners Court of Bell County, Texas 
for January 16, 2007

Notice is hereby given that a Workshop Session of the Commissioners Court  and the Board of the Bell County Health Facilities Development Corporation will be held immediately after the regular Commissioners Court Meeting, or at 9:00 a.m. if there is no meeting, in the Commissioners Court Conference Room, County Courthouse, 2nd Floor, Belton, Texas, where the following items will be discussed, but no action will be taken.

  1. District Court/Sheriff's office/Jail planning, architect conferences, Texas Commission on Jail Standards reviews & updates, financing timetable and alternatives; coordination with TxDOT on signage; liquidated damages calculations and amounts.

  2. Architect planning & Construction Manager at Risk planning/updates; Subcontractor review/approval; wage-rate issues; card-access locations; guaranteed maximum price calculations/approval. 

  3. Staffing for offices of 426th Judicial District Court.

  4. Name designation for Sheriff's Office/Annex.

  5. Jail population status, population management, jail leasing alternatives/costs, financing considerations, and state prison overcrowding notification, and JP coverage.

  6. RFP for pharmaceutical provider for jail inmates.

  7. FY 2007 budget. 

  8. Year-end statistics and status of Personal Bond Office.

  9. Review of Policy Guideline for Court Collections.

  10. Year-end reports of Tax Reinvestment Zones and Increment Zones.

  11. City of Temple Tax Abatement Agreement with Oro Holdings Ltd., d/b/a Gidden Distributing, Inc. regarding real property improvements in Temple Tax Increment Financing Reinvestment Zone Number One.

  12. Status of completion of modification/compliance requirements under Architectural Barriers Act for District Courts Building. 

  13. Value engineering/construction costs review for renovations to existing District Courts building and guaranteed maximum price/contract provisions. 

  14. Potential locations for display of District Courthouse photos and Construction Award.

  15. Emergency Response Plans for Courthouses and Annexes.

  16. Fire Suppression Coverage for rural Bell County.

  17. Homeland Security Statewide Capability Assessment.

  18. Renewal of Interlocal Agreement with Hill Country Transit District concerning use of Precinct 4 Barn on F.M. 2410.

  19. Update on Conference of Urban Counties Enterprise Resource Planning (ERP) system.

  20. ACS implementation schedule, access needs, and escrow funding policies/procedures.

  21. County Clerk policy changes for payment processing.

  46. Donation of Lever Voting Machine to Texas Secretary of State.

  48. Renewal credit with Texas Association of Counties insurance.

  49. Health Insurance and Health Plan issues and processes for 2007.

  50. Upcoming legislative session, proposed or contemplated legislation, meetings of County organizations, and conferences. 

  51. Hearings and recommendations of Task Force on Appraisal Reform.

  52. Attorney General opinions and questions on charges for reproductions of public records.

  53. Litigation and potential litigation issues and updates.
