Land development

Stephen Eubanks, Engineering Technician


Stephen is responsible for the review of subdivision plats, managing surveying contracts for right-of-way acquisition, and inspection of construction projects.

Stephen joined Bell County in 2006. He is a graduate of Temple High School and has been surveying since 1985. He has worked on several kinds of projects including a major petroleum pipeline thru the City of Beaumont as well as the layout of the Rabbit Run Golf Course in Beaumont. While in Beaumont, he worked to monument the ROW on both the Hillebrandt and Taylor's Bayous from the city out to the Inner Coastal Canal.

Stephen spent six years doing boundary surveys and embankment studies on 14 area lakes from San Angelo to Texarkana, as well as several projects on Ft. Hood.


Storm Water Management and Floodplain Administration

Duane Herrera, CFM
Engineering Technician


Duane joined Bell County in April of 2012 and became a Certified Floodplain Manager July 2015.
Duane is responsible for the county's Stormwater Management Program, floodplain permits and assisting with the roadway condition inventory. In addition, he provides support for the Safety program for the Road and Bridge Department.

Prior to joining Bell County, he served 3 years with the City of Temple as the Storm Water Management Coordinator and with the Texas Department of Transportation for nearly 7 years. While at TxDOT, he worked various construction aspects including the design of roads and bridges, construction inspections, traffic control plans, and stormwater pollution prevention plans.

Duane graduated from Belton High School class of 1999 and obtained an Associate of Applied Science Degree in Drafting and Design Technology from the prestigious Texas State Technical College in 2001. His studies included roadway and bridge design, PS & E processes, construction inspections and stormwater managements. He is a certified stormwater inspector with the National Stormwater Center.


GIS and Mapping

Gary Stermer, Engineering Technician


Gary is responsible for the production and maintenance for GIS maps in the County Engineer's Office.  He provides support for the County Engineer and technicians for all public works data.

Gary joined Bell County in 2005. Gary is a graduate of Belton High School.
